4-year-old hits stage with cigarette on 'Toddlers'

"Don't forget to smoke!" It's not exactly a phrase one expects to hear at any beauty pageant -- especially one in which some of the contestants aren't even old enough for kindergarten yet. But that's just what one mom encouraged her 4-year-old to do as the little one took the stage on Wednesday night's "Toddlers & Tiaras."
Destiny had hoped to wow the judges with her costume -- she was dressed in Sandy's "bad girl" getup from "Grease" -- but the wow-factor had nothing to do with what she had on.
"Destiny has a cigarette!" a judge exclaimed. "What is (her mom, Lisa) thinking?!"
Lisa was likely thinking it was just another way to get extra attention for her so-called "feisty little diva," but no one seemed amused by the sight of a tot puffing on a fake cigarette.
While fans of the show voiced their outrage about the incident online, it's doubtful that the negative reaction did much to change Lisa's take on it. After all, she's very invested in Destiny's pageant life.
"I think I like pageants so well, because when I was younger, growing up, I didn't get to do anything like that," Lisa explained earlier in the episode. "So I think I'm living my dreams through my little girl."
As for Destiny, she confessed she likes pageants "because (her) mom says so."
In the end, the tyke's inappropriate stage prop didn't do much to hurt her chances in the competition. Sure, the judges shaved off a few points for pretending to smoke on the stage, but Destiny still won Personality Supreme -- a title she's nabbed at least once before at the World Chicken Festival, if her engraved trophy collection is anything to go by.

The Rebirth of Recess

Every schoolchild who?s ever squirmed in his seat, anxious for recess to arrive, can sympathize with students in Chicago. This year, many public schools in that city are scheduled to have recess for the first time in three decades. Chicago?s long recess drought isn?t unusual. Even before No Child Left Behind, recess was an endangered species. Since NCLB, every minute of the school day has been scrutinized for its instructional value?and recess, a break from instruction, often didn?t survive the scrutiny. It was, by definition, a waste of time.
But while administrators were trying to get rid of recess, academics were studying it?that is, they were studying the time when children weren?t studying. The new science of recess says that recess isn?t a waste of time at all. ?Having recess is much, much, much better than not having recess,? says Anthony Pellegrini, a professor of educational psychology at the University of Minnesota who?s written extensively on the subject. ?That?s unequivocal, I feel. That?s a no-brainer.? That?s good news for children in Chicago squirming in their seats. But what does recess look like when no schoolchild has ever had it before?
It?s an ironic turn of events: For years, schools have been getting rid of recess to spend more time on math and reading. It is notoriously hard to get reliable numbers on recess?recess policies vary from year to year, school to school, even classroom to classroom?but numerous surveys have found recess time declining. That?s especially true in poorer school districts, where test scores are frequently low and principals panicked. The numbers show a clear trend: The more minority students a school has, and the lower the income level of their parents, the less time allotted for recess?nearly half of poor children go all day without it. They don?t even have anywhere to have it: In Chicago, nearly 100 elementary and middle schools have no playgrounds at all. (The American Association of Pediatrics recently issued an impassioned statement on the ?play deprivation? experienced by children in poverty.)
The arguments against recess are simple and no-nonsense, especially for these schools: What?you want the kids to play kickball when they?re failing math? When the Atlanta public schools got rid of recess, its superintendent famously said, ?We are intent on improving academic performance. You don't do that by having kids hanging on the monkey bars."
These arguments work, Pellegrini says, ?because attacking recess has got this sort of intuitive feel: If you give kids more time doing something, they?ll do better in school. When in fact the opposite is probably the case.? Repeated studies have shown that when recess is delayed, children pay less and less attention. They are more focused on days when they have recess. A major study in Pediatrics found that children with more than 15 minutes of recess a day were far better behaved in class than children who had shorter recess breaks or none at all.
They?ll get more out of class, too: Children seem to learn more efficiently when information is spaced out?when it is distributed over time. It?s been widely documented that the brain needs a break. High-performing East Asian schools have famously long school days?but much of the extra time is taken up by recess, not instruction. Which might be why recess is now back, even in places like Atlanta (although it is squeezed for time).
Despite the cognitive and social benefits of recess, principals still hate it: In the scholarship on recess, they inevitably describe their recess periods as total chaos. In Chicago, recess has been out of the schools so long that principals are nervous about having it back.

Giuliana and Bill Rancic Welcome Baby Boy!
Giuliana and Bill Rancic welcomed their first child Wednesday night.
Edward Duke Rancic was born at 10:12 p.m.in Denver, Colorado. The little boy, born via gestational carrier, weighed 7 pounds and 4 ounces.
"Bill and I are blessed beyond words to welcome Edward into our lives," Giuliana tells E! News, confirming the arrival. "Thank you so much to everyone who supported us."
"We are so in love with the little guy already!"
The labor was just over four hours and went smoothly and relatively quickly, with both Giuliana and Bill Rancic in the delivery room throughout.
The couple, whose long journey to become parents has been well documented, couldn't hold back tears of joy the moment that their son arrived.
The Rancics are "beyond elated" and couldn't believe that Edward - who is their biological child, even though a surrogate carried him - is here.
Bill cut the umbilical cord minutes after the baby was born, and Giuliana was the first to hold her son for a long while, then gave him to Bill.
The new parents both fed their baby, who they say had a big appetite, and share with us that he is doing very well and has had his first bath.
Bill announced his son's birth on Twitter saying:
"The 'Duke' has landed! Edward Duke Rancic was welcomed into the world last night at 7lbs 4oz. G & I feel blessed beyond words...We did it!"
The Duke's arrival comes just in time for the proud parents' fifth wedding anniversary on September 1. Appropriate! Congratulations!

Obama's team seeks to counter GOP message
WASHINGTON (AP) ? Democrats want to cause a stir ? or at least stay in the conversation ? while the spotlight is on Republicans next week at the GOP convention in Tampa.
President Barack Obama and his campaign are seeking to counter Mitt Romney's message and try head off any dramatic climb for the Republican challenger in post-convention polls, staging events around the nation next week.
Obama and Vice President Joe Biden will campaign in four battleground states and Obama's campaign will hold events around the country aimed at attracting women voters. The "Romney-Ryan: Wrong for Women" events will start with the Women Vote 2012 Summit in Las Vegas on Saturday with appearances by White House advisers Valerie Jarrett and Cecilia Munoz and actress Natalie Portman and include similar gatherings aimed at women voters in seven cities next week.
In the Rust Belt, Obama's campaign is planning an economic-themed bus tour through Ohio, Pennsylvania and Wisconsin with former Ohio Gov. Ted Strickland and Minneapolis Mayor R.T. Rybak. And in Tampa, Democrats plan daily events with party officials and middle-class Americans to counter the Republican ticket.
"Our goal is to cut through the political chatter and speak directly to Americans about the clear choice they face in this election between moving the country forward, and going back to the same failed policies of the past," said Obama deputy campaign manager Stephanie Cutter.
Both campaigns view their party conventions as important periods to lay out the themes of the fall campaign and tell the story of their candidate to a national audience. The party along the sidelines often tries to hold events in the host city to grab attention and counter their opponent's message.
Obama's team notes that presidential challengers typically receive a bump in support from their party convention and expect Romney to benefit from the weeklong exposure. But by holding their convention in Charlotte, N.C., beginning Sept. 4, right on the heels of the Republican convention, Democrats contend they can quickly rebut Romney's message.
Obama will travel to college towns in Iowa, Colorado and Virginia next week, courting young voters and college students while Biden is scheduled to head to Florida on Tuesday, making stops in St. Augustine and Orlando, including an appearance with actress Eva Longoria. The vice president had planned a speech in Tampa on Monday but the trip was postponed to ensure that all local law enforcement and emergency management resources could stay focused on Tropical Storm Isaac, which could affect Florida during the convention. The campaign said the Tuesday events were subject to change due to weather-related precautions.
First lady Michelle Obama will appear on CBS's "Late Show with David Letterman" on Wednesday during the heart of the GOP convention and make other appearances during the week.
"With just 75 days left, we're not going to cede four days of this campaign just because of a party convention," Cutter said.
In years past, the party's nominee would typically take time off during their opponent's nominating convention but given the competitive race, both campaigns are expected to court voters throughout the conventions. Romney's campaign said they expected the former Massachusetts governor to hold events during the Democratic party's convention.
Phil Singer, who helped coordinate Democrats' message during the 2004 Republican convention, said it's always difficult to "crash the other side's party" because the convention carries with it a captive media audience, primetime programming and tens of millions of dollars behind the high-profile speeches.
But Singer said "in a media environment that's on steroids as this one is, any time you're not feeding the shark, the shark is feeding on you."

California Supreme Court Throws Out Medical Marijuana ...
LOS ANGELES, Calif.--(ENEWSPF)--August 23 - The California Supreme Court dismissed review yesterday of an important appellate court ruling affecting medical marijuana dispensaries throughout the state. Specifically, the High Court threw out the controversial decision in Pack v. City of Long Beach, which previously held that federal law preempted some forms of dispensary regulations. The Pack decision has been used by several municipalities, including Los Angeles and Long Beach, to suspend or ban outright the distribution of medical marijuana. However, yesterday's dismissal of the Pack decision throws into question the viability of such bans.
"This is an important moment for medical marijuana patients in California," said Joe Elford, Chief Counsel with Americans for Safe Access (ASA), the country's leading medical marijuana advocacy organization. "The California Supreme Court has essentially pulled out the rug from under local officials who have used the Pack decision to deny access to medical marijuana for thousands of patients across the state," continued Elford. "Pack is now a dead letter and, because of the California Rules of Court (Rule 8.528), it is disingenuous for any public official to contend that the appellate decision is somehow reinstated."
The reasoning used to dismiss the Pack case was that after the California Supreme Court decided to review the appellate decision, the Long Beach City Council repealed and replaced the ordinance with an outright ban on dispensaries thereby making moot the issues before the court. In addition, the petitioners in Pack "have now abandoned their federal preemption argument in favor of unrelated issues not raised or decided at any prior stage of this proceeding," according to the court.
Because the recently adopted dispensary ban in Los Angeles was predicated on the Pack decision, enforcement efforts by the City Attorney would be premature and potentially unlawful. Despite threats of enforcement, patient advocates have vowed to overturn the ban in Los Angeles and are currently gathering the fewer than 30,000 signatures needed to do so.
Several other appellate cases remain before the State Supreme Court pending review later this year or early next year. In one of the most closely watched cases, City of Riverside v. Inland Empire Patient?s Health and Wellness Center, ASA has filed an amicus 'friend of the court' brief rejecting the notion that cities can ban local distribution of medical marijuana. "While municipalities may pass reasonable regulations over the location and operation of medical marijuana collectives, they cannot ban them absolutely," read the brief. "These bans thwart the Legislature?s stated objectives of ensuring access to marijuana for the seriously ill persons who need it in a uniform manner throughout the state."
There are currently more than 50 cities and counties in California that have adopted dispensary regulatory ordinances, which are safely and legally accommodating the needs of their patients, as well as other members of their communities. An increasing number of studies also show that regulating dispensaries decrease crime and increase the quality of life in surrounding neighborhoods.
