The day belonged to 18-year-old UP spinner Yadav who ran through the Lankan middle-order despite stiff resistance from their No 3 batsman Kavindu Kulasekara who struck a gutsy 84.

He faced 180 deliveries and hit seven boundaries and a six. The only notable partnership in the hosts' innings was 71 runs for the seventh-wicket between Priyamal Perera (36) and Kulasekara.

After seamer Atul Singh (2/45) removed Kushal Mendis (34) and Hashan Dumindu (3), it was Yadav all the way as he troubled the batsmen with his flight and turn. He also used the arm-ball to good effect as it helped him to get rid of the stodgy Kulasekara.

Minod Bhanuka (11), Thilaksha Sumansiri (5) and Binuka Fernando (14) were quickly removed by Yadav as Sri Lanka were reduced to 132 for six.

After Kulasekara and Priyamal provided resistance for 27 overs, it was offie Amir Gani who cleaned up Perera after which Yadav polished off the tail dismissing the remaining three batsmen in a jiffy. His final figures were 17.2-3-38-6.

With 19 overs to play, young Jammu-lad Khajuria again played a lot of strokes as he smacked six boundaries in his 53-ball 36 after AK Tyronne had removed Mumbai opener Akhil Herwadkar (8).

Khajuria couldn't convert his start into a big score as right-arm medium fast bowler Chamika Karunaratne trapped him leg before. Zol hit three crisp boundaries in the 23 balls that he faced.

MakerPlane's open source aircraft funding campaign gets off to a slow start (video)

There are some things in this world we're not sure are improved by the 3D printing process, like firearms and food. Aircraft might also be on that list, but no amount of dubiousness will stand in the way of MakerPlane's open source plane. The aviation company's ambitious Indiegogo campaign went live last week (check out the video below), but its quest for funding looks like it's going to be a major uphill climb. At the time of this writing, the campaign had yet to breach the $800 mark, a far cry from its $75,000 goal. While part of the reason for the slow funding can be chalked up to a certain level of skepticism when it comes to a plane made with 3D printed parts and open sourced avionics software, the lack of plane-related rewards might also be holding the company back from reaching its endgame. For example, a $10,000 pledge will only get your corporate logo on the display craft's fuselage. That being said, somebody's got to dream big. Just don't ask us to get in your homemade plane.

Washington Nationals: Ramos, Jordan lead Nationals to 14-1 rout of Mets

WASHINGTON (AP) - Wilson Ramos hit a grand slam and rookie right-hander Taylor Jordan had six strong innings for his first major league win to lead the Washington Nationals to a 14-1 rout of the New York Mets on Sunday.

The Nationals won their third game in a row and fourth in five to salvage a tumultuous 11-game homestand.

They lost the first six games after the All-Star break, fired hitting coach Rick Eckstein last Monday and demoted former closer Drew Storen to Triple-A Syracuse on Friday.

Mets right-hander Carlos Torres (1-2) could not build on his solid start last week against the Atlanta Braves.

He allowed eight runs and nine hits in just three innings. Ramos had his third-inning grand slam. He ripped a 2-1 pitch into the left-field stands to cap a five-run inning.

Jordan (1-3), making his sixth career start, earned his first victory. The 24-year-old held New York to five hits in six innings.

The Nats set season highs in runs and hits (18) and battered Torres. Ramos singled home Ian Desmond in the second inning to start the scoring. Bryce Harper followed two batters later with a two-out single on a 3-2 count that scored two more runs to make it 3-0.

Ryan Zimmerman led off the third inning with a single and scored on a Desmond base hit prior to Ramos' grand slam. Zimmerman finished 3-for-4 with a double.

Ramos tied a career high with five RBIs - the second time this month he's done so. Ramos also had five RBIs on July 4 against Milwaukee. The grand slam was the first of his career.

Jayson Werth and Denard Span both added RBI singles in the fourth inning to make it 10-1. Washington was 9-for-12 with runners in scoring position.

Things turned sloppy for the Mets in the sixth inning when reliever David Aardsma and catcher John Buck combined on a two-out wild pitch followed by a passed ball. That allowed Werth to advance to third base. Desmond singled him home.

Span, who entered the weekend without a home run since last Oct. 2, then hit his second in as many days. That line drive over the fence in right made it 13-1. Span finished with four hits, the first time he'd done so since July 31, 2012.

Desmond reached base five times, drove in three runs and posted his third four-hit game of the year.

The only Mets run came on a fourth-inning single to right by Marlon Byrd. That drove home Eric Young. Jordan struck out a career-best seven batters and walked just one.

Jordan, who began the season at Class A Potomac, has become a key part of a Nats rotation that is missing left-hander Ross Detwiler, on the 15-day disabled list with a herniated disc in his back, and has seen veteran Dan Haren (5-1, 5.49) struggle.

Jordan is on an innings limit in his first full season back from Tommy John surgery in 2011. Washington manager Davey Johnson said earlier in the week that Jordan has between 20 to 30 innings remaining before the organization ends his season. He is at 125 2-3 total innings with 35 1-3 of those in the majors.

New lake at North Pole? More of a pond, really

Is the buzz warranted over a new "lake" at the North Pole thanks to global warming? Mostly no. But the Arctic ice is melting.

The online buzz over a new "lake" on the North Pole as the latest symbol of global warming is mostly hype.

Yes, there is a new foot-deep body of water in the Arctic. But this isn't unusual. This is another Arctic pond caused by seasonal (summer) warming. And the camera lens distorts the size.

"I have seen much more extensive ponding," James Morison, the principal investigator for the North Pole Environmental Observatory told The Atlantic. "Because we use wide angle lenses the melt pond looks much bigger than it is."

Note the use of the word "pond" to describe this body of water.

The Atlantic goes on to note that last summer's Arctic ice melt was one of the worst, and this year's hasn't been as bad, so far. The now-famous pond was the result of an early July heat wave.

"While the rate of Arctic sea ice loss is normally fastest during July, the warmest month of the year, ice loss was even faster than usual over the first two weeks of July 2013," according to the National Snow and Ice Data Center. "Compared to the 1981 to 2010 average, ice extent on July 15, 2013 was 1.06 million square kilometers (409,000 square miles) below average."

Still, global warming is taking a toll on the Arctic, say most scientists. As the National Oceanic and Atmosphere Administration 2012 Arctic Report Card states: "Large changes in multiple indicators are affecting climate and ecosystems, and, combined, these changes provide strong evidence of the momentum that has developed in the Arctic environmental system due to the impacts of a persistent warming trend that began over 30 years ago."

And as The Christian Science Monitor noted this week, it's not the creation of Arctic ponds that's worrying ? it's the release of methane gas. The release of Arctic methane gas due to warming trends is an "economic time bomb," which could cost the world $60 trillion. Yes, that's trillion ? the equivalent of the world's entire economic output in 2012.

"The Arctic ice stores roughly 50 billion tons of methane, a concentrated gas some 20 times more powerful than carbon dioxide. Over the past few years, scientists have observed the gas pluming from the region?s thawing ice. That raised the question: even as profits are hauled in from shipping and drilling in the Arctic, could that methane gas be waiting to undo all those gains? Could the toll of that released gas far outweigh the rewards of melting Arctic?s ice?"

Jimmie Johnson was back out front at Indianapolis Motor Speedway for at least an hour Saturday.

Then Ryan Newman knocked him down a peg.

The last driver to make a qualifying lap Saturday turned a lap at 187.531 mph to set a track record and claim the pole for Sunday's race.

It was the 50th pole of Newman's career, but first since late in the 2011 season.

Johnson's lap of 187.438 put the No. 48 on top of the scoring tower for most of the qualifying session. He waited out more than 30 drivers to see if his lap would hold, and it did until Newman's run.

Carl Edwards qualified third at 187.157 and was followed by Denny Hamlin and two-time Indy winner Tony Stewart.

At least it?s for a good cause (all funds raised will go to the New York University Skin Cancer Institute) and she had the good sense to cover her privates with well-placed hands and lettering. QB's piano talent a memorable gift for 11-year-old cancer patient

(CBS SPORTS) -- The first thing to know about the video in this story is that nobody at the University of Memphis knew about the video in this story. Not until it went viral and people all over saw footage of the quarterback, the piano and the precious little girl singing beside him.

See that big guy sitting there? His name is Jacob Karam. He plays quarterback for Memphis. He just showed up Monday night at St. Jude Children's Research Hospital and started playing.

People within the Memphis athletic department, who normally are the ones to arrange this sort of thing, didn't arrange it. They didn't even know about it. They just sort of found out, like the rest of us did, after the family of the little girl sitting next to Jacob Karam posted the video on Facebook. The video went viral, as wonderful videos tend to do.

"That's how I heard about it," said Ron Mears, an assistant athletics director who oversees public relations for Memphis football. "Someone showed me the video."

The video shows that, in addition to being a pretty good amateur quarterback, Jacob Karam is a very good amateur piano player. Once he hears a song, he can play it -- no sheet music required. It's one of those amazing gifts some people have. Karam has a few others, too. He graduated with highest honors from Texas Tech in 2 1/2 years and then transferred to Memphis, where he threw for 1,895 yards and 14 touchdowns in 2012.

Karam also has a soft spot for kids like Breanna Bercegeay -- friends call her Bree -- the 11-year-old girl in the surgeon's mask sitting next to him. Last month she was diagnosed with acute myeloid leukemia, and soon she left her home in Geismar, La., to begin receiving treatment at St. Jude. In Memphis. Where Jacob Karam plays quarterback.

"I'm part of a big Lebanese-Catholic family," Karam said. "The founder of St. Jude, Danny Thomas, was Lebanese -- and we were raised to support St. Jude. It's almost part of our heritage. When I transferred to Memphis, it was icing on the cake that I could help out at St. Jude."

He has lost track, but Karam figures about 10 times in the past year he has visited the kids at Target House, the long-term living facility -- 96 two-bedroom apartments -- offered to families of St. Jude patients. When he first went to St. Jude last year, he rounded up 15 or 20 teammates to visit the kids with him. Karam assumed St. Jude would be like the hospitals he had visited at Texas Tech, but this place was different. They walked Karam and his teammates through a tour of the hospital, then sent them home.

"I kept asking, 'When do we get to meet the kids?' " Karam said. "They had to do background checks, things of that nature. I had to come back another day."

He comes back every month or two, telling nobody at Memphis, just showing up at the cafeteria area of Target House. Some days he'll play a kid's favorite song on the piano. Some days he sits alone, playing background music while families eat, or he'll do arts and crafts with kids. One time he helped move boxes. Whatever they need.

When he showed up on Monday night, they didn't point him to the boxes. They pointed him to the little girl.

Family didn't know he was a QB

The next thing to know about the quarterback is that nobody in Bree's family knew he was a quarterback. Or a football player. Far as they knew, Jacob Karam was a guy who plays the piano.


"It's not like he was sitting there bragging about football," said Bree's mother, Dara Bertucci.

Skip ahead to the end of the night, after all the playing and singing, and that's when the family found out he played football. But that's about all they learned, and they only learned that much because Karam told a Target House staffer he wanted to get Memphis football tickets for Bree's family. Someone asked Karam how he could do that.

"I play football for Memphis," Karam said.

"Oh," said Bertucci, "will Bree be able to see you play?

The record-setting Memphis quarterback smiled and said yes. But that's all he said.

"He still didn't tell us anything," Bertucci said. "I had to get on Google and look him up."

She figured out he was a quarterback, and a good one. Last year he threw for those 1,895 yards and 14 touchdowns. He completed a program-best 64.7 percent of his passes and tied the school mark for fewest interceptions (three) by a full-season starter.

"He didn't tell us any of that," Bertucci said. "I think that's what touches me most about the whole night. He wasn't there for himself. He was there for us. He was there for Bree."

Karam draws song out of Bree

The next thing to know about the little girl is that nobody knew how well she could sing. Nobody but her mother, anyway. Breanna loves to sing, even has a karaoke machine back home in Geismar, but she would never do it in front of anyone else. The little cheerleader was too embarrassed. Too shy.

"She's been saying for years that she's going to enter the school talent show," Bertucci said, "and every year she backs out."

This year brought the leukemia. Her battle with the disease is a story that can be traced in the pictures on her Facebook page, Cheering For Breanna. The "about" information on that Facebook page says Bree was diagnosed with leukemia on June 4.

The pictures offer a timeline.

Two photos from June 8 show Bree in a wheelchair, glumly holding a Curious George stuffed animal as she is checked into the hospital. The caption under the first picture says, "Come on Bree let's see that beautiful smile!!" Under the second picture it says, "Still no smile."

On June 10 a photo finds Bree sitting in her hospital bed, Curious George next to her, two other stuffed animals nearby. She has paper and markers. Looks like she's about to draw.

On June 13 she is lying in bed, preparing for a round of chemotherapy. On June 17 she is wearing a surgeon's mask, not for fun but to filter the air she breathes.

On June 24 she is wearing a hat because hair has fallen out.

This is who was waiting for Jacob Karam on Monday night.

"This little girl came up to me," Karam said, "and somebody said she wanted to sing. She was very shy, I could tell, and she had the mask on. I asked, 'What's your favorite song?' She said Price Tag. I didn't know how it was going to go, but she started belting it out. I tried to figure it out on the key, started backing her up a little.

"She sang her heart out, and it sounded beautiful."

If you've not done it yet -- even if you have -- now's a good time to watch that video. That's Bree singing Price Tag by English singer Jessie J. That's Jacob Karam, gifted musician, figuring out how to play a song he knows only from the little girl singing it next to him.

The video shows one song. They did a lot more. Bree insisted.

"It was 'another one' and 'another' and 'another,'" Karam said, laughing about it. "Maybe 10 or 15 songs later her mom said, 'We have to go eat!' Bree's attitude, her courage, was so cool to see. I think I had more fun than she did."

QB is awesome, but there are others

The thing to know about the unique college football player in this story is that he isn't all that unique. Look, don't misunderstand. Jacob Karam is special. You've read this far, so you know that. But unique? Happy to say, the answer to that question is: Not really.

Karam was nominated last week for the 2013 Allstate AFCA Good Works Team, awarded each year to a handful of college football players for excellence in the community. The thing is -- the most wonderful thing is -- Karam isn't a lock to make it.

This year a record 151 players were nominated for the Good Works Team, guys like Kansas State receiver Tyler Lockett, who visits retirement centers and volunteers at elementary school carnivals. And Miami quarterback Stephen Morris, who coaches a T-ball team in Overtown and volunteers at the Miami Rescue Mission and Ronald McDonald House. Louisville quarterback Teddy Bridgewater is the potential No. 1 overall pick in the 2014 NFL Draft -- and a Good Works nominee who reads at local elementary schools and joins tornado cleanup efforts in the region.

There are 151 nominees in all, names like Bridgewater and Lockett and Morris, but only 22 will make it. You know what would be a cool world to live in? A world where Jacob Karam can't make it onto the Good Works Team, because there are 22 more impressive young men in college football. Imagine that.

Bree's mom hasn't gotten that far.

"I still can't believe he plays quarterback for Memphis," she says. "He never told us."

About helping kids first


The final thing to know about the quarterback in this story is that he won't tell you the whole story. You already read about how he handled the news that he played football at Memphis -- by simply not telling Bree or Bree's family that he played football at Memphis. He wasn't there as a football player, so what did it matter?

He pulled the same thing on me. We talked for a while on Wednesday afternoon, and he let me think all he did Monday night was play the piano for Bree. Only after talking to Bree's mom did I learn that Karam had already been there for a long time Monday, helping the kids at Target House conduct a scavenger hunt. A good scavenger hunt has several adults showing the kids that this is the coolest thing ever. Jacob Karam can do that.

He just can't tell you about it. Or he won't. Not until Bree's mom talked to me did I find out Karam was there for hours on Monday, first doing the scavenger hunt, then playing songs with Bree until Dara Bertucci pulled her off the piano and took her to dinner. So even Bree's mom doesn't know what happened next, which I learned not from Karam -- of course not -- but from talking to someone at Target House:

After Bree left, a tiny little boy with a blanket wrapped around his bald head approached the piano and asked if Karam would play him a song. The quarterback smiled and asked a question:

"What's your favorite?"

And Jacob Karam sat back down at the piano.

Facebook soars on Wall Street, Dow barely rises

NEW YORK (AP) ? Stocks are closing with modest gains on Wall Street.

Technology stocks fared far better than the rest of the market Thursday.

Facebook soared 30 percent to $34.36 after reporting earnings late Wednesday that easily beat the forecasts of Wall Street analysts as mobile ad revenue rose.

The Dow Jones industrial average edged up two points, just 0.02 percent, to close at 15,544.

The Standard & Poor's 500 index rose four points, or 0.03 percent, to 1,690. The tech-heavy Nasdaq composite rose 19 points, or 0.6 percent, to 3,599.

Home builder PulteGroup plunged 12 percent to $16.16 after reporting a 14 percent drop in profits.

Rising and falling stocks were evenly split on the New York Stock Exchange. Volume was very light at 1.9 billion shares.

Global shares drop as German, UK data fails to lift China cloud

LONDON (Reuters) - World shares fell on Thursday as confirmation that Europe is slowly dragging itself out of recession failed to offset worries about China's slowdown and its impact on corporate earnings.

Data showing better German business morale and the British economy gathering pace came in line with expectations and pointed to only modest growth ahead, doing little to spark fresh demand from investors worried about developments in Asia.

"We don't expect a strong recovery in Europe," said Philippe Gudin de Vallerin, head of European economics research at Barclays. "Risks are also coming from China where we have seen further evidence of its economy slowing."

Germany's influential Ifo think-tank said business morale in Europe's largest economy had improved for a third straight month in July thanks to higher exports and consumer demand.

Britain then reported its economy had grown 0.6 percent between April and June compared with the previous three months, and by 1.4 percent from the same period a year ago - its best performance since early 2011.

A surprise drop in Spain's unemployment rate - the first for two years - added to signs its long recession is bottoming out.

After the data, the euro edged up 0.1 percent to around $1.3210 and German Bund futures slipped 0.2 percent, but activity was light.

SHARES SLIDE

Share markets retreated after a recent strong run upwards as investors fretted about mixed results from blue-chip companies and China's slowdown.

Readings later on the health of the U.S. labor market and on orders for long-lasting manufactured goods could stem the declines but stock index futures signaled Wall Street would join in the retracement. <.n/>

Europe's broad FTSEurofirst 300 index <.fteu3> had fallen 0.7 percent by 1200 GMT as it retreated from eight-week highs scaled as fears of an early end to Federal Reserve's loose monetary policy have eased.

BASF, the world's largest chemical company, was among the biggest losers, citing China's slowdown a particular concern.

"The Chinese growth engine is no longer running at full power," the German firm said, adding that it would have to slow the pace of new staff additions in all emerging markets.

Data on Wednesday showed manufacturing in China running at an 11-month low in July, complicating the government's efforts to shift the economy away from its heavy reliance on exports, and heightening fears of a sharp drop in growth.

Chinese stocks suffered their second consecutive loss on Thursday despite measures from the government to spur the economy, including help for exports and railway investment.

MSCI's broadest index of Asia-Pacific shares outside Japan <.miapj0000pus> dropped 0.3 percent from the previous day's seven-week closing high, to leave the MSCI world equity index <.miwd00000pus> 0.4 percent down.

Worries about China were also reflected in commodity markets where copper fell over 1 percent to $6,969 a tonne, ending a five-day run that had taken the industrial metal to a one-month high.

Brent crude oil fell for a second day, down 35 cents to $106.85 a barrel, after settling on Wednesday at its lowest since July 4.

"China has been and remains the key driver of global oil demand, the dynamism of which has this year been lagging considerably behind the expansion of supply. Weaker demand from China would thus cause the oversupply to increase even further," Carsten Fritsch of Commerzbank said.

UN chemical weapons team arrives in Syria

DAMASCUS, Syria (AP) ? A U.N. delegation tasked with investigating the reported use of chemical weapons in the Syrian conflict arrived in Damascus on Wednesday to discuss terms of a possible probe into alleged attacks.

This is the first such trip by international experts and the talks are expected to focus on about a dozen incidents in which chemical weapons were allegedly used. The rebels, the U.S. and others have blamed the regime for attacks, while Damascus and its ally Russia say the rebels have used chemicals.

Damascus has requested the U.N. to investigate one of the reported attacks ? a March 19 incident in the northern village of Khan al-Assal in which both rebels and the government accuse each other of using chemicals ? but refused inquiries at other alleged attack sites in the central city of Homs, Damascus and elsewhere.

Swedish chemical weapons expert Ake Sellstrom and U.N. disarmament chief Angela Kane arrived from neighboring Lebanon and are scheduled to meet with senior Syrian officials during their two-day visit to Damascus, the U.N. said in a brief statement issued in the Syrian capital.

Khan al-Assal, which lies on the southwestern edge of the embattled city of Aleppo, was under government control in March but was captured by the rebels earlier this week. Even if the U.N. team does get access to Khan al-Assal from both sides, it may be difficult to find evidence from the attack because so much time has passed.

In June, the United States said it had conclusive evidence that President Bashar Assad's regime used chemical weapons against opposition forces. That crossed what President Barack Obama called a "red line," prompting a U.S. decision to begin arming rebel groups, although that has not happened yet.

On Tuesday, U.N. Mideast envoy Robert Serry told the Security Council that the U.N. has received 13 reports of alleged chemical weapons use in Syria. He said Sellstrom's team is studying this and other material.

"There is a growing body of limited but persuasive information showing that the regime has used and continues to use chemical weapons, including sarin," said British U.N. Ambassador Mark Lyall Grant.

Russia, Syria's close ally, has called the chemical weapon allegations facing Assad's regime groundless, claiming Russian experts determined that Syrian rebels made sarin nerve gas and used it in the Khan al-Assal attack, in which 31 people died.

More than 93,000 people have been killed since the Syrian conflict started in March 2011, according to U.N. estimates.

COLOMBO: Rangana Herath took two crucial wickets as Sri Lanka defeated South Africa in the rain-affected one-dayer in Colombo on Tuesday, taking a 2-0 lead in the five-match series.

Scorecard

South Africa, set a revised target of 176 from 29 overs, were 104-5 in 21 overs when a heavy downpour at the Premadasa stadium forced the match to be called off.

With 121-5 being the par score at that stage, the Proteas lost by 17 runs to suffer their second defeat in the series following the 180-run loss in the first match last Saturday.

Left-arm spinner Herath trapped opener Alviro Petersen leg-before for 24, and had Faf du Plessis caught behind to reduce the Proteas to 69-5 by the 14th over.

China's 'para-police' brutality under scrutiny

Local governments across China hire unregulated goons to clear sidewalks and enforce other city codes.

One moment, passers-by were browsing through the trinkets laid out for sale on the sidewalk ? bracelets, hair-bands, 3-D spectacles. The next instant, the goods were whisked from under the shoppers? noses and stuffed into bags; the vendors melted away.

The reason for their disappearing act? ?The approach of a white van emblazoned with the logo of China?s widely feared ?Urban Management Law Enforcement,? the chengguan. As the van drew up to the now empty sidewalk, uniformed officers looked out of its windows at the unlicensed vendors scurrying away. They did not bother to get out; their arrival was enough.

That peaceable ritual on a Beijing street Monday marked one end of the spectrum of law enforcement here. Last week, at the other end, chengguan in the southern province of Hunan beat an unlicensed watermelon seller to death, sparking a nationwide outcry and renewed calls for reform of the unregulated para-police force that has become a byword for brutality.

?Changes are needed,? says Huang Shiding, director of the Urban Management Research Institute in Guangdong. ?The chengguan run into many problems because the legal boundaries of their behavior are not clear.?

Chengguan, hired and organized locally by city governments across China, are tasked with enforcing urban administrative regulations ? keeping the sidewalks clear, imposing sanitation rules, and so on.

That often brings them into conflict with the armies of hawkers ? selling everything from fruit and bootlegged DVDs to clothes and freshly cooked snacks ? who enliven China?s city streets but who do not have a license to engage in commerce. And the conflicts often turn ugly.

The Chinese Internet is awash with citizen-shot videos of chengguan assaulting vendors ? in two particularly shocking incidents documented recently online, chengguan repeatedly stamped on one hawker?s head and kicked a middle-aged woman until she passed out.

Last Wednesday, chengguan in the county of Linwu attacked Deng Zhengjia, a farmer who had come to town to sell his watermelons, and beat him to death with his own measure weights, according to witnesses.?

It was the sort of incident that has made the chengguan ?synonymous for many Chinese citizens with physical violence, illegal detention, and theft,? said Sophie Richardson, China director for Human Rights Watch, when the watchdog group released a highly critical report on the chengguan last year.

Some blame the violence on the chengguan?s lack of power ? they cannot detain anyone, for example. ?The chengguan have a very difficult job ? and their authority is limited so they resort to violence,? explained an op-ed in Monday?s edition of the People?s Daily, the ruling Communist Party?s official mouthpiece.

Independent observers such as Mr. Huang, however, say the para-police force has ?an institutional problem? with violence because ?there is no law or regulation specifying what methods they can use.?

To make matters worse, he says, most chengguan officers are ?uneducated, unemployed young men? who often behave like thugs and whose only concern is to satisfy the municipal governments that hire them and assign them their tasks.

Besides training the officers better, suggests Huang, the government should introduce ?national legislation to regulate the chengguan?s behavior.?

And at the same time, he adds, the authorities might relax their notion of what makes a livable city. ?Harsh controls do not work,? says Huang. ?Not everything necessarily has to be kept in perfect order.?
